Interview with Choi Jai-chul: Making Climate Goals Work in Practice

In an interview featured in Issue 158 of the quarterly journal Diplomacy, Choi Jai-chul, Chairman of Climate Change Center, discussed Korea’s approach to implementing its Nationally Determined Contribution (NDC), reforming the power market, and strengthening international climate cooperation.

 

Chairman Choi emphasized that achieving Korea’s climate targets requires practical and diverse solutions that reflect the country’s industrial and energy landscape, rather than relying too heavily on any single technology or energy source.

 

With electricity demand expected to rise further due to the expansion of AI and data centers, he also called for greater flexibility in the power market and grid, alongside a policy environment that supports corporate investment and technological innovation.

 

He further noted that climate change is no longer solely an environmental issue, but a complex challenge closely intertwined with industry, energy security, and diplomacy. In this context, he emphasized the need for Korea to expand substantive climate cooperation with developing countries and strengthen its role in addressing both mitigation and adaptation at the international level.
