On June 26, Chairman Choi Jai-chul of the Climate Change Center delivered opening remarks at the Climate–Energy Summit Seoul 2025 (CESS 2025), held at the Korea Chamber of Commerce and Industry in Seoul. Addressing over 250 participants from government, industry, academia, international organizations, and youth sectors, Chairman Choi emphasized the social responsibility of artificial intelligence (AI) and its potential contributions to climate action.

Under the theme "In the Era of Climate Crisis, Will AI Open a New World of Hope or Peril?", the forum was co-hosted by the Climate Change Center and EToday, serving as a global platform to explore the intersection of emerging technologies and climate solutions.

In his speech, Chairman Choi noted that “Technology is neither inherently good nor bad—it is how we design and apply it that determines whether it becomes a solution or a threat.” He underscored AI’s growing role in climate prediction, energy efficiency, and emissions reduction planning, while also warning of unintended consequences such as increased energy demand, misinformation, and algorithmic bias.

Citing international examples—including energy system reforms in the United States and Europe—he emphasized that AI could enable a smarter and more sustainable transformation of inefficient legacy energy structures. However, he stressed that a global consensus on the ethical and social impacts of AI must urgently be established to ensure its responsible deployment.

Chairman Choi concluded by welcoming the newly inaugurated Korean government’s ambition to become one of the world’s top three AI powers, and expressed hope that 2025 would mark a pivotal year for Korea’s AI and climate leadership, built upon technological innovation and shared responsibility.
