MRV-Based Policy Framework for Reducing Methane Emissions in Korea's Energy Sector

Climate Change Foundation and Professor Jinsoo Kim’s research team at Hanyang University have published a report titled “MRV-Based Policy Framework for Reducing Methane Emissions in Korea's Energy Sector.”
Korea, as a major energy importer, needs a methane management strategy tailored to its role in the global energy system. The report identifies the establishment of a Measurement, Reporting, and Verification (MRV) system as the starting point for methane policy, enabling the identification of actual emissions and their sources.
It proposes a Korea-specific policy framework for methane mitigation covering overseas energy supply chains and domestic midstream and downstream sectors.
Key areas covered include:
- Establishing a measurement-based MRV system
- Managing methane emissions across overseas energy supply chains using international data
- Leveraging existing safety management systems to manage domestic energy infrastructure
- Exploring ways to internalize the costs of methane mitigation
Building on these areas, the report proposes a phased implementation roadmap for 2027–2035.
