Recently, efforts to integrate carbon markets into the financial system have begun to accelerate, with Singapore at the center of this trend. Carbon credit–backed tokens have been issued through a digital asset exchange regulated by the Monetary Authority of Singapore, marking a case in which voluntary carbon credits are directly linked to the formal financial system. At the same time, Singapore is advancing support for measurement, reporting and verification (MRV) in the biomass sector, alongside blue carbon project development. Through this dual approach, Singapore is building an ecosystem that spans the full value chain of carbon credits, from project development and credit generation to trading and investment. Carbon Credits Move Beyond Informal Tokens into the Regulated Financial Infrastructure
Hong Kong–based China Carbon Neutral Development Group (CCNG) issued a total of 500 million digital carbon tokens through DigiFT, a Singapore-regulated digital asset exchange, using 500,000 tonnes of Verra-certified carbon credits as the underlying asset. The significance of this case lies less in the act of tokenization itself and more in the fact that issuance and trading occurred within an infrastructure supervised by the Monetary Authority of Singapore. This demonstrates the potential for carbon tokens, which have been traded on informal platforms and faced credibility concerns, to be incorporated into the regulatory framework of mainstream financial markets.

 

 

Expansion of Singapore’s Support for High-Integrity Carbon Project Development and Credit Supply
Singapore is strengthening policy and research support for carbon credits, particularly in the blue carbon and biomass sectors. Recently, the Office for Space Technology & Industry (OSTIn) launched a research funding call focused on biomass MRV using satellite observation, geospatial analysis, and digital technologies. The initiative targets a range of ecosystems, including equatorial forests and mangroves, with the aim of improving biomass measurement accuracy and data utilization capacity. In parallel, WWF Singapore and the Economic Development Board (EDB) are advancing a blue carbon support program that brings together technology startups, research institutions, and project developers to enhance MRV methodologies and provide assistance at the project preparation stage. This national-level support is expected to ease technical and operational constraints that have delayed blue carbon project development in high-potential tropical coastal regions, while expanding the pipeline of high-integrity credits available to the market.
