Carbon Market Trends Brief (3st Week of October)

- VCM+ launches carbon market data standard protocol
- Brazil Proposes 'Global Carbon Market Integration' Ahead of COP30

The Voluntary Carbon Market Alliance (VCM+) has been launched, promoting the integration of high-quality carbon credit rules and data standardization. Along with its launch, VCM+ unveiled the Carbon Data Open Protocol (CDOP) 1.0, which standardizes data across all stages of carbon credit creation, registration, and trading, maximizing the greenhouse gas reduction impact of corporate participation and investment. Meanwhile, ahead of COP30, the Brazilian government has proposed the 'Open Coalition,' aiming to strengthen voluntary participation and transparent linkages. These examples highlight the importance of standardizing carbon markets and global integration to accelerate the low-carbon transition and emphasize the importance of a collaborative approach for companies to actively achieve their climate goals.

Voluntary Carbon Market VCM+ Launches Data Standardization Protocol

The VCM+ voluntary carbon market coalition has officially launched, aiming to integrate high-quality carbon credit standards and standardize data. Over 50 organizations from academia, industry, and NGOs have joined, targeting a cumulative reduction of 5 billion tons of greenhouse gases by 2035. By consolidating previously fragmented data systems, VCM+ is establishing a verified carbon market framework that enhances transparency and credibility. Upon its launch, VCM+ released the Carbon Data Open Protocol (CDOP) 1.0, collaborating with organizations such as Verra and South Pole to standardize 1,600 data fields and provide guidance for sharing key data among registries, exchanges, buyers, and other stakeholders. This reduces data fragmentation and strengthens interoperability, maximizing global carbon reduction when corporate participation and investment are combined.1) 2)

Brazil Proposes 'Open Coalition' for Global Carbon Market Integration Ahead of COP30

Ahead of COP30, the Brazilian government has proposed the 'Open Coalition' initiative to integrate carbon markets across countries. This initiative aims to enhance the liquidity and predictability of carbon markets through voluntary participation and transparent connections, with a focus on achieving economic and social inclusion. In particular, it seeks to promote the fair distribution of the costs and benefits of low-carbon transitions through 'revenue recycling', while encouraging participation from developing countries. Brazil has already launched the 'Brazilian Emissions Trading System (SBCE)', in line with the emissions trading law enacted in 2024, to accelerate the expansion of the carbon market in the Global South. This initiative is seen as an important first step in integrating carbon pricing into both environmental and economic policies.3)

Key Implications

• Global Carbon Market: Growing Competition for Trusted Data Standardization
→ The launch of VCM+ and the release of CDOP 1.0 mark significant steps to enhance data reliability and transparency in the voluntary carbon market. These initiatives lay the foundation for the integration of carbon credits into accounting and financial markets. Institutions and companies that lead in data standardization will gain a competitive edge. Korea should ensure that its external project data management framework aligns with international standards.

• Brazil’s “Open Coalition”: Expanding South-led Carbon Market Governance
→ Brazil’s proposed Open Coalition introduces a South-centered model for carbon market cooperation, promoting institutional participation by developing countries and fairer distribution of market benefits. This signals a move toward a more diversified global governance structure. Korea should strengthen collaboration with East Asian partners to respond strategically.

A Threefold Strategy: Data Integrity, Policy Alignment, and International Cooperation
The carbon market will face intensified competition based on data transparency, regulatory harmonization, and South-led governance. Governments and companies must enhance data management, alignment with global standards, and regional cooperation to build trust and influence in the global market.
